22 January 2018 - The AFRINIC Board is required to appoint a Nomination Committee (NomCom) every year, in terms of article 9 of the Bylaws <https://afrinic.net/en/about/bylaws/2001-afrinic-bylaws-2016?start=8>.

I hereby call for volunteers from the community to fill three open positions on the 2018 NomCom. If you are interested in serving on the 2018 NomCom, please send your expression of interest, including a short biography, by email to legal (at) afrinic dot net by Friday 3 February 2018 at 20:00 UTC.

 

The duties of the NomCom, and the elections to be held, are described below.

Election To Be Held at the AGMM in May 2018:

  • AFRINIC Board of Directors:
  • Two Board seats are up for election, to serve three-year terms from 2018 to 2021. Terms begin and end after the AGMM where elections are held.
    • - Seat 5 (Southern Africa), currently held by Lucky Masilela;
    • - Seat 6 (Eastern Africa), currently held by Abibu Rashid Ntahigiye.
  • Policy Development Working Group:
    One PDWG co-chair position is up for election, to serve a two-year term from 2018 to 2020.  Terms begin and end during the public policy meeting where the election is held. The seat is currently held by Sami Salih.
  • Governance Committee:
    One Governance Committee position is up for election, to serve a three-year term from January 2019 to December 2021. Terms begin on 1 January and end on 31 December. The seat is currently held by Wafa Dahmani.
  • NRO-NC/ASO-AC:
    No election in 2018. Terms begin on 1 January and end on 31 December.
  • Policy Development Appeal Committee:
    This is a new committee. Three committee members (seats 3, 4, and 5) shall be selected within the AFRINIC community, in a manner similar to selection of the AFRINIC community representatives in the NRO NC.

 

Nomcom Composition and Responsibilities:

According to Section 9 of the AFRINIC by-laws, a Nominations Committee (NomCom) appointed by the Board must work to ensure that appropriate candidates are nominated to contest for open seats and that all elections are successfully conducted according to current procedures.

The AFRINIC Bylaws say that NomCom must have four members, appointed by the Board. The Board’s practice is to appoint the four members as follows;

  • One member selected from within the AFRINIC Board;
  • Three members selected by the AFRINIC Board from the community.

In terms of section 9.1 of the Bylaws:

  • No candidate for election to the Board may be a member of the NomCom;
  • No person domiciled in a region whose Board seat is open for renewal may be a member of the NomCom; this means that the 2018 NomCom may not not include people who reside in the Eastern Africa or Southern Africa regions.

Responsibilities of the NomCom are defined in section 9 of the AFRINIC Bylaws and include the following:

  • Report to the Board and follow guidelines set by the Board;
  • Call for candidates for all open positions;
  • Prescribe criteria and qualifications for eligibility to stand for election;
  • Interview candidates, if appropriate, prior to finalising the slate of candidates;
  • Finalise the list of candodates for every election;
  • Supervise the conduct of the polls by the Election Committee on election day.

The Board further expects NomCom members to:

  • be neutral; to have no interest in the results of the elections;
  • be trusted members of the AFRINIC community;
  • have good knowledge of the AFRINIC business environment;
  • do their best to fulfill their responsibilities.

NomCom members do not receive any remuneration.

AFRINIC staff will provide logistical support to the NomCom throughout their mandate. Such support includes publication of the list of nominees, compilation of comments, mailing list moderation, website update, communication with nominees and other duties pertaining to the roles and responsibilities of the NomCom. Travel support will be provided for the NomCom Chair to attend the AGMM where the elections are held.

NomCom2018 is pleased to announce that the AFRINIC Board Nomination process is open for the following seats:

We are pleased to invite nominations for candidates to fill the above seats to serve three-year term starting from BOD’s election-day in the Annual General Members’ Meeting in 2018 till BOD’s election-day in the Annual General Members’ Meeting in 2021.

Any suitable natural person residing in one of the above regions can be nominated (for that sub-region) provided they comply with the requirements in Section 13 of the AFRINIC by-laws.

A nominee shall:

  • Be nominated by one (1) AFRINIC member in good standing and Seconder by one(1) AFRINIC member in good standing or be formally endorsed by at least two (2) AFRINIC members in good standing (i.e. they must not have unpaid fees) in case of self-nomination. A member can nominate no more than one candidate and can second any number of candidate.
  • Have participated in at least two (2) AFRINIC events (physically or online) in the past three (3) years;
  • Have at least five (5) years professional experience in an area relevant to AFRINIC activities, such as Internet Resource Management, ICT, policy development, finance, audit or HR management;
  • Be available and committed to participate in Board meetings and other AFRINIC activities (face-to-face and online).

Kindly note the following as stipulated in Section 13.10 of the AFRINIC bylaws:

No person shall be appointed or hold office as a Director if he is a person who:

  1. is under 18 years of age;
  2. is an undischarged bankrupt;
  3. would, but for the repeal of Section 117 of the Companies Act 1984 of Mauritius, be prohibited from being a Director or promoter of, or being concerned or taking part in the management of, a company within the meaning of that Act;
  4. is prohibited from being a director or promoter of or being concerned or taking part in the management of a company under Sections 337 or 338 of the Act;
  5. is not a natural person; or
  6. has been adjudged to have been of unsound mind

The AFRINIC Governance Committee is a standing committee whose purpose is to advise the AFRINIC Board, AFRINIC Membership, and the community, on matters of governance.

NomCom is hereby calling for nominations from the community for one Governance Committee position up for election, to serve a three-year term from January 2019 to December 2021. The seat is currently held by Wafa Dahmani.

NomCom would like to receive Nominations from all of the AFRINIC sub-regions and are explicitly looking for both Gender and Language diversity although a working understanding of the English language would be highly beneficial.

Nomination Requirements:

  • GC members shall be resident in the AFRINIC service region.
  • None of the elected members may be an AFRINIC Director, or an AFRINIC employee.
  • A valid nomination must originate from or be submitted by an authorized and registered contact person of the nominating member organization. The nomination must also be seconded/endorsed by at least one additional AFRINIC member, different from the nominating member organization. Nominators and seconders/endorsers must all be AFRINIC members in good standing (i.e. they must not have unpaid fees).
  • Self-nominations are permitted and must be endorsed by 2 distinct AFRINIC members in good standing.

NomCom 2018

The AFRINIC NomCom2018 is pleased to invite nominations for 1 Co-Chair of the Policy Development Working Group (PDWG) for a 2-year term, starting from the Public Policy Meeting in AFRINIC-28 to the Public Policy Meeting in AFRINIC-32. The Seat is currently held by Sami Salih.

PDWG co-chairs are volunteers selected by the community as provided for in the current Policy Development Process (PDP). Their responsibilities are as follows:

  • Creating reports (summaries) of mailing list discussions in preparation for face to face meetings.
  • Chairing the meeting sessions and declaring consensus.
  • Creating post-meeting policy report and posting to the mailing list.
  • Sending notifications of Last Call and evaluating consensus or not thereof.
  • Writing report to the board to recommend ratification of policy proposals that gained consensus.
  • Evaluating emergencies that necessitate varying the normal policy development process.

Eligibility

Open to individuals residing within the AFRINIC service region.  All nominations (including self-nominations) shall be supported by a minimum of two AFRINIC community members; the two individuals must not work for the same organization.

A person may only nominate one candidate - and, in case of multiple nominations by the same person, only the last nomination will be considered valid. AFRINIC or other RIR staff can neither nominate candidates nor be nominated.

The AFRINIC Policy Development Appeal Committee is a standing committee to adjudicate on appeals in terms of the Conflict Resolution section of the AFRINIC Policy Development Process (PDP). Any such appeal will involve a disagreement regarding the actions taken by the Chair(s) of the Policy Development Working Group (PDWG).

NomCom is hereby calling for nominations from the community for three (3) (seats 3, 4, and 5) Appeal Committee positions up for election. NomCom would like to receive Nominations from all of the AFRINIC sub-regions and are explicitly looking for both Gender and Language diversity although a working understanding of the English language would be highly beneficial.

NomCom 2018
